St. Augustine

The St. Johns County Board of County Commissioners has approved the proposed Tidal 210 town home development, which will include 297 town homes situated on a 65.3-acre site off County Road 210, approximately one-half mile east of Interstate 95. The approval marks a significant step forward, despite ongoing concerns about traffic congestion in the area.

Mattamy Jacksonville LLC, the project’s developer, is working on securing an environmental resource permit from the St. Johns River Water Management District. The application for this permit was received on July 25, and the water management district has a 30-day period to request further information on the application. After such a request, the developer will have 90 days to provide the necessary details. Concurrently, the county has begun reviewing the project’s civil plans, also starting on the same date the permit application was submitted.

The project is expected to move to the next stage with a presentation scheduled for August 20 before the St. Johns County Development Review Committee. Successful reviews of both the environmental permit and civil plans would allow Mattamy Homes to apply for a building permit and begin construction.

Tidal 210 is intended to be a high-end, gated community offering unrestricted age access. It is strategically located near essential amenities, such as hospitals, medical offices, commercial and retail spaces, restaurants, and a Publix pharmaceutical production facility. The site was previously under commercial zoning, which raised concerns about the potential for more traffic-heavy developments like hotels and charter schools.

In May, the Board of County Commissioners voted 3-2 to rezone the property from Commercial Highway Tourist to Planned Unit Development (PUD), despite a previous rezoning request being denied in March by a split vote from the Planning and Zoning Agency. The commissioners who supported the rezoning pointed to the project’s potential to generate less daily traffic compared to what could have been built under the previous zoning regulations. Estimated traffic linked to the Tidal 210 development is anticipated to be around 1,900 trips daily, substantially lower than the up to 16,000 daily trips associated with allowed commercial projects.

Despite the assurances from developers regarding traffic reduction, local residents—especially those from nearby communities—have voiced their concerns over traffic congestion. Residents of the Sandy Creek Homeowners Association have highlighted their apprehensions that the new development will exacerbate existing traffic problems on County Road 210.

In response to the traffic concerns, the developer plans to prepay an estimated $2.7 million in road impact fees aimed at traffic mitigation measures. Furthermore, the project intends to establish a connection to Moon Bay Parkway leading to County Road 210, helping manage traffic flow in the region more effectively.

As part of the developmental strategy, the project aims to preserve most of the on-site wetlands interconnected with Twelve Mile Swamp, which is expected to maintain some ecological balance in the vicinity amid urban development.

In conclusion, while the St. Johns County Board of County Commissioners has approved the Tidal 210 town home development, the project faces scrutiny from local residents concerned about traffic implications. The upcoming reviews and the developer’s efforts at traffic mitigation will be crucial next steps for the Tidal 210 development moving forward.
