In the previous year’s budget, a request from Deegan for $11.2 million to address homelessness was significantly cut down to an allocation of only $2.2 million by the City Council. The discussions around these funds have reignited as city officials noted a 49% decrease in the number of unsheltered individuals since the introduction of earlier intervention efforts, such as the Jacksonville Fire and Rescue’s Providing Assistance to the Homeless program.

In addressing homelessness, the budget proposal seeks to respond to social challenges highlighted by Sheriff TK Waters during public meetings. Despite the city’s ongoing efforts, the Finance Committee has made notable cuts to the proposed budget, which have posed challenges to affordable housing initiatives. In an early budget hearing, the committee eliminated a $10 million fund earmarked for affordable housing and reduced a planned response to a new state law banning public camping by $9 million.

Finance Committee Chair Ron Salem indicated a desire for thorough discussions on these important initiatives before they are formally included in the budget. While certain funding allocations remain uncertain and categorized as “below the line,” the full City Council retains the authority to propose changes that could override the Finance Committee’s decisions.

In light of these developments, some council members have shown a preference for minimizing expenditures from operating reserves compared to previous budget proposals. Additionally, recommendations have emerged for budget additions, including $1.7 million for the Property Appraiser’s office and funds aimed at supporting the Jacksonville Journey initiative to further address homelessness.

Mayor Deegan’s Office reaffirmed its commitment to addressing crime prevention in conjunction with homelessness and ensuring that outreach resources and teams remain operational. As the city prepares for compliance with state laws addressing public camping, it faces potential legal repercussions starting next year if these challenges are not effectively managed.
