Under the proposed changes, the City Council will have the authority to confirm the appointment of the DIA’s CEO, as well as the power to remove the CEO with a majority vote. This shift is significant, as the council currently lacks any authority to terminate the DIA’s CEO, an issue that Carrico is eager to address. The impending retirement of the current DIA CEO, Lori Boyer, has made this matter all the more urgent for council members as they prepare for the appointment of her successor.
The mayor’s office has expressed opposition to the bill, contending that it undermines the intended separation between the DIA and political influence. Carrico counters this argument by highlighting that since the mayor appoints all members of the DIA board, it is vital for the City Council to have a role in ensuring accountability within the authority.
The current proposal has been filed on an emergency basis, with expectations for a final vote within the next four weeks. The goal is to implement the new governance structure prior to the selection of a new DIA CEO, thus ensuring that oversight mechanisms are in place from the outset.
