Currently, there are no regulations in place that require riders of e-bikes to obtain permits or complete riding classes, putting inexperienced riders at increased risk. The lack of safety training is particularly concerning because some e-bikes can reach speeds of up to 90 miles per hour, and extreme one-wheel versions can attain speeds of up to 50 miles per hour.

In addition to the high speeds, JSO has observed a pattern of unsafe riding behaviors. Riders have been frequently seen ignoring road rules, weaving through traffic, and using sidewalks, which heightens the risk of accidents. Furthermore, many riders do not wear protective gear, which can aggravate the consequences of any potential crashes on busy roads. E-bikes have the capability to shift quickly from manual pedaling to electronic mode, allowing speeds to escalate from 10-12 mph to as high as 28 mph almost instantaneously.

The concerning trend is not unique to Jacksonville. Nationally, there has been an alarming rise in injuries and fatalities related to e-bike and e-scooter use. AAA recently announced the launch of the “Safe Streets for Small Wheels” campaign aimed at promoting safer riding for e-bike users, coinciding with a news conference held at the University of North Florida. Data indicates that injuries related to e-bikes have doubled each year from 2017 to 2022, while e-scooter injuries have seen a yearly increase of 45%. Additionally, experts at UF Health have reported an uptick in severe head injuries, commonly associated with motorcycle accidents, now being seen among e-bike and scooter users.

The shared responsibility for safety between riders and drivers has been underscored by officials, especially as Jacksonville’s traffic death toll for 2023 has reached 83, with seven fatalities involving cyclists.
