The development project involves the completion of Building 1000, which spans 38,300 square feet. The initial groundwork for the shell building received city approval on October 23, 2024, estimated at nearly $1.21 million. Since then, construction has seen comprehensive progress, with multiple permits for plumbing, electrical work, fire safety systems, and mechanical installations issued since February. These ongoing activities collectively amount to an investment of approximately $1.156 million.

Whole Foods Market, which is headquartered in Austin, Texas, will be the operator of the grocery store at this location. The company is known for its commitment to quality, offering natural and organic products, and is the first certified organic national grocer. The tenant build-out is being managed by RCC Associates from Deerfield Beach, while design efforts are being led by architect John Paul Frank from BRR Architecture Inc. of Overland Park, Kansas. Implementation of private code compliance is overseen by Codes-ABC Inc. from Orange Park.

The planned Whole Foods store will feature a comprehensive selection of goods, including designated sections for meat, produce, seafood, bakery, grocery items, prepared foods, body care products, and specialty items. Additionally, the store is designed to incorporate dining tables for customers to enjoy meals within the premises.

One Riverside is not solely dedicated to Whole Foods; a second retail building is also in progress, with a Solidcore workout studio anticipated to join its roster of tenants. Fuqua Development, an Atlanta-based firm, is leading the overall initiative, which includes the construction of an 8,000-square-foot retail building intended for further leasing opportunities. In October 2024, a permit for Building 200 was issued to Young Construction/SE Inc. with an estimated project value of $1.207 million, allowing for at least three additional retail spaces within Building 200.

Fuqua Development acquired the expansive 18.8-acre site in February 2022 for $25 million. Since their acquisition, portions of the property have been sold to TriBridge Residential LLC for apartment development and an additional 4.95 acres designated for park restoration controlled by the city. The Jacksonville City Council had previously awarded a $31.59 million incentive package for the development in November 2021, aiming to revitalize the area.

The entire One Riverside project is estimated at a substantial $250 million, transforming the site where The Florida Times-Union, a daily newspaper, has operated since 1967. Currently, Whole Foods Market operates 525 locations throughout the United States, with an ongoing strategy to expand its presence further, especially in Florida. Notably, a new Whole Foods grocery store is scheduled to open in Miami on June 26, 2025, where it will showcase 500 local products sourced from over 130 Florida suppliers.
