Government

City of Jacksonville, Florida
Jacksonville, Florida, operates under a consolidated city-county government, a structure established in 1968 when the city merged with Duval County. This consolidation created a unified administration that oversees both city and county functions, streamlining services and governance.
Executive Branch:
The executive branch is led by the Mayor of Jacksonville, who is elected to a four-year term and serves as the chief executive officer of the city. The mayor oversees most city departments, prepares the annual budget, and holds veto power over City Council legislation.
As of July 1, 2023, Donna Deegan serves as the mayor.
Legislative Branch:
The Jacksonville City Council functions as the legislative body, responsible for enacting laws, approving the budget, and overseeing city operations. The council comprises 19 members: 14 elected from individual districts and five serving at-large. Council members are elected to four-year terms and serve part-time.
In May 2024, Randy White was elected as the City Council President.
Judicial Branch:
Jacksonville’s judicial system is part of Florida’s Fourth Judicial Circuit, which includes Duval, Clay, and Nassau counties. The circuit court handles major civil and criminal cases, while the county court addresses lesser offenses and civil disputes.
Independent Agencies and Authorities:
Several independent agencies operate within Jacksonville, providing specialized services:
Jacksonville Sheriff’s Office (JSO): Led by an elected sheriff, the JSO is responsible for law enforcement and corrections within the city.
Jacksonville Transportation Authority (JTA): Oversees public transportation and infrastructure projects, including bus services and roadway developments.
JEA: Manages electric, water, and sewer services for Jacksonville residents.
Jacksonville Port Authority (JAXPORT): Administers the city’s seaport facilities, promoting maritime trade and commerce.
These entities operate with varying degrees of autonomy but coordinate with the city’s central government to ensure cohesive service delivery.
Jacksonville’s consolidated government model aims to provide efficient and unified services to its residents, reflecting a commitment to streamlined governance and community development.
