JACKSONVILLE, Fla. — A Jacksonville senior living nonprofit is asking downtown officials for a long tax-rebate package tied to a riverside high-rise on the old Haskell campus.

Fleet Landing wants the Downtown Investment Authority board to back, on Oct. 21, a 20-year Recapture Enhanced Value grant capped near $49.27 million for Fleet Landing Riverside at 111 Riverside Ave. The ask skips any lump-sum completion grant. Jacksonville City Council would still have to bless the deal afterward.

Blueprints describe a 31-story building with no fewer than 275 homes, split as 238 independent-living apartments plus 46 rooms for assisted care, memory support or skilled nursing. Ground-floor plans show a restaurant opening onto the St. Johns Riverwalk and about 3,200 square feet of storefront space along Riverside Avenue. Fleet Landing is buying 7.39 riverfront acres for $24 million, putting the tower on 3.71 acres and holding the rest for later phases. The empty office tower would be demolished.

DIA staff put hard costs near $381.56 million and figure the city recovers about $1.35 for each incentive dollar. The campus is expected to support more than 130 full-time jobs. The Downtown Development Review Board floated conceptual approval in March for a design once labeled 32 floors; the incentive paper now lists 31.

Haskell left the Northbank offices in 2025 for a Southbank headquarters. Fleet Landing already runs its Atlantic Beach campus and is building another community in Nocatee, extending its age-62-plus model deeper into Jacksonville’s urban core if the rebate vote lands.
